    I don’t get this ! UIGEA, in its original form at least, clearly had carve-outs for horse racing exemption. Did the Final UIGEA bill not ? My guess as to what is happening here, is that Credit Card transactions for horse racing are getting blocked due to the inability of the Credit Card companies to distinguish “horse racing” from “poker” or “casino” online transactions. They are probably blocking all of them, and the poor, poor horse racing industry, which got a carve out exemption from the get-go, is losing business now. Duh !!! I’m sure that the original brain truss that put this loathesome bill together, never thought about the implementation details for one second….they were too busy stuffing their pockets with horse-lobbying money.
