Google’s guidelines on linking are pretty good–you should link to sites that you think your visitors will find useful. And you should build quality content on your site so that other sites will find your content useful to their visitors and link back to them.
Avoid linking to link farms and “bad neighborhoods”.

1. Make sure to use proper anchor text to link back to yourself – words that you are using for search engines.
2. Consistently use the whole url – including the “www” as in [url]http://www.mysite.com.[/url]
I found these things out the hard way when I was newer to this.
Just recently, my site lost its “www” PR, yet maintained PR on non-www (hope this makes sense). And now my site is divided into a PR 5 for the whole domain (with www pr) and PR4 for the non-www.Would have saved me a lot of time if I had known google saw http://www.mysite.com and http://mysite.com separately.
