Im in Ny , use the search on netspend for where to buy it near you or get it online , the limit is 13,000

Yes you can fund with Paypal but takes 4 days for the transfer to clear.
This kind of masquerades can’t last many time.
No one processor in the Us will make their structure available for gambling payments
