Do you find it more advantageous to report SPAM out of the generic
Google Spam link:

OR

from the Google spam tool available from the Google Sitemaps page at:

xhttps://www.google.com/webmasters/sitemaps/spamreport?hl=en

If there is a preference, what is your reason behind it, based on experience ?

Our webmaster reports spam all the time and if it is truly spam it is normally removed within days. He uses the site map tool. I think google may put a little more trust in reports by webmasters. However, be sure it is really spam you are reporting or they may begin to distrust your opinion in the future.
