Google will not punish you for any “suspect” link or links that point to your website no matter how bad they are, instead you will not receive any benefit from these “suspect” links.
Google will punish you if you have links pointing from your site to these “suspect” sites.

You are so wrong. I used to do BH and i know how easy it is to bann other sites. I got my WH sites banned several times, by some assh0les. There is a software (russian software), which can point 10 000 000 links from guestbooks, forums, comments …. no site can take this kind of heat. On BH forums you can buy services, which bann people from Google.

Go to any decent BH forum (most are invitation only) and ask around / search. You’ll get what you’re looking form. I guarantee.

I expect that if Google answered this question any other way, they would be opening up a pretty nasty can of worms.
We question everything they say because there have been too many times that the evidence point the opposite way.
We have also taken into consideration our geographical elements that may affect the parameter actually being in effect. So in other words do the same rules apply in the UK as they do in the US, or is there a delay.
Either way, with respect to this argument, I know people on both sides of the pond, Spain, Germany and the Netherlands that are currently practising this bh technique successfully. (yes – affiliates)
If google is changing this, then they need to get it out across all of their dc’s.

Sigh. Can you backup what you are saying? Otherwise it’s just another conspiracy theory.

Whether you choose to believe it or deem it propaganda or conspiracy led is up to you.
What reason would I have to manufacture any of this is the question you should be asking.

All I am asking you to do is substantiate your claims. I’m not accusing you of creating stories or telling lies. You have made some claims in a public forum so please have the decency to back them up. I’m not trying to fight with you. I am looking for an answer.
How would you like it if I created a post on this forum that accused GaryTheScubaGuy of doing something underhanded. You and everybody else on this forum would want me to backup my story with the facts.
Thats all I am asking of you.

Well I’m telling you it did and still does. The fact that it comes from Google that they have “resolved” the issue in no way makes it true, any more than me saying it isn’t true.
Quoting Google on your part doesn’t prove a thing, and your fooling yourself if you think different.
Again, I’m certainly not going to out anyone for the purpose of convincing you of the obvious.
For Christ’s sake do a little research beyond google’s t’s and c’s.
Look at any bh forum. Here, let me do it for you…
SEOblackhat.com ha s dedicated top-level thread that specifically says,”Googlebowling, Toolbar abuse, Programming and Script Development Discussions”
Beyond that ixian I recommend to FIND a blackhat and ask them what they think.
You’ll be surprised how common it is.
I know of a dozen programs that will do it, but for the sake of this arguement I’ll only tell you one – X-rumer
If not, well then we agree to disagree and your justifications (google’s t’s and c’s) are no better than mine (I know several bh’s doing it – oh, and I’ve also had 2 clients that we had to implement firewalls on their ISP’s after identifying this technique).
And I’ll leave you with this excerpt from the Google Webmaster Central Blog Chat on October 22nd regarding this exact issue;
