From a press release this morning:
Dutch goverment has send a letter to all creditcard companies saying it’s not allowed for Dutch people to use a cc to fund gaming (casino/poker) accounts. If creditcard companies still provide this service they will be prosecuted.
Dutch goverment said they will closely watch the companies..
As far as I could find nothing is said about paying Neteller with cc.

maybe easier to tax deposit amount, rather then winnings.
bank can tax deposit when transaction is made.
