Finding the really High Quality content writers is not easy or cheap.

i got lucky recently, got chatting to a student in a local student pub, he is an aspiring writer, so i offered him £100 for 10 articles on a few gambling niches, not much money, but to a student thats plenty of beer cash. 2 days later they hit my inbox, well written, good use of keywords, nothing to set the world on fire but a small amount of money to pay to keep a flow of decent content coming in. So my advice would be to get to some student bars, get chatting, take out an ad in a student mag, maybe post on some student boards, you may just strike gold

well with content sometimes you get what you pay for when cheap. It is not easy to find good writers
