When you work with people on a regular basis though, how do you guys pay them? By that I don’t mean “how” but based on what – project? hours? set salary per week?

All of the above. I think you can test it out by starting to pay per project and monitor the return on your investment in your own mind.

Then, if you have a good employee that does consistently good work for you, consider moving them to a monthly retainer, where you pay them $X per month based on certain set goals by yourself.

You could do hours as well, but that is mostly likely putting more in the hands of the contractor and trusting them to give you the correct amount of hours they worked. Also, just because they said they did X hours of work, doesn’t mean they actually produced anything during that time.

That’s why I like the pay per job, or monthly/weekly retainer route to start.
