2. The US Government
Unless the US Government gets in gear and passes some sort of national legislation, the online gaming industry could be looking at 48 or 49 different sets of laws governing intrastate online gambling. (Every state but Utah is pretty much in play.)
But given the gridlocked nature of the political situation in Washington, Federal legislation seems unlikely anytime soon.
