SUMMARY: It is unclear whether or not there was negative carryover at this program prior.. if not this would be a predatory action (if retroactively applied)

Negative Carryover
1.14 ”Negative Carryover” means that if your account is in the negative at the end of any given month, the next month you start with that negative amount in your balance, you ”carried” the negative balance over.
