I am in the usa and having trouble advertising because the company does not like my servers USA IP address… I am looking to move to a server in another country, what would be the best country of choice?
The UK is a good choice. Although years ago I personally hosted in Costa Rica/Panama but the servers are a little bit more pricey there and not as reliable as Europe. Shop around on ebay for some reseller accounts.

RooneyMany of my European clients seem to prefer fasthosts for shared hosting environments. I have never used them personally (or any other shared hosting) but based on what I do for clients, they are about double the price of a similar US hosting package, their servers seem decent but their support is pretty bad. Some times they take a couple days to answer tickets. When I submit a support ticket to any host, I want a response in less than 30 minutes or I move on. It is hard to find good hosting outside the US. If you find something let me know.
