I know that outgoing links on the homepage to other sites affects your own Page rank but does outgoing links to other parts of your site affect the words you are trying to rank for?
e.g. if you have a site targeting “best casinos” but on your homepage you have 50 outgoing links to sections such as deposit methods are you hindering your progress for your main word best casinos. Is it not better to have a couple of links to other sections so there is more power for the word best casinos as a tab on the home page. Hope this makes sense.

I think, it depends on size and structure of your site. You are fine, if you have a site with thousands of quality content pages and 90+ Inner links from your homepage linked to your main pages or categories.
But, small site with few ten pages and where all these pages are linked from homepage, that’s just desaturation of your potential verticals.

Linking out to relevant subject matter expert sites – will not hurt your rankings at all .. period!
If you wish to be considered a subject matter expert in the eyes of the search engines, then you are expected to recognize and link to other relevant subject matter experts. Yes, you will pass link equity, but you will not lose it for doing so … this is a myth with SEOIf you wish to control the flow of Link Equity (PR) internally you can utilize technologies to do so, such as flash or AJAX. This is a much better method of controlling the flow of Link Equity and still preserving user experience on your site.
