It was my main mistake when I started submitted my site to all possible directories.

I think you are missing the point…
it is highly desirable to have multiple IBLs and deeplinks to your site from as many unique IPs as possible, the more pagerank or trust the sites have, the better.

Most of the rest are just “traffic errors”..In both cases, using these services is bad.
In the minor SE’s – Slight chances to really improve traffic, Moreover, becasue most of these SE/Directories are Financial based (some sort of revenue per submissions), you will probably need to submit again – on a monthly basis…On the good ones (google..) – No need to submit.. you will get there anyway, probably faster by doing nothing..
Not worth it.. been there.

You need to build quality incoming one way links and as per me there is no need to consider pr but the site from where you are getting links should theme based with contnets.
You should also submit in web directories because they are good way to get incoming links as google like links from all sources like sites, directories, links from blog posts, social bookmarking, article submission, press release submission.
Once your web site will be visible in all these sources, your web site will be considered having naturally promoted and you will get good rankings.

The company should have
– Good team of submitters who have good knowledge of category selection
– Already in SEO business so they do not submit in redirect linking directories
– They should use good SEO friendly directories
– They should have good reporting system
– No automatic software submissions
– All submissions by hand as per directory guidelinesThe main point is that they are aware with SEO and not only team of submitters who take some money and submit your website without any results
