new site design

HI All,

We are planning to get to work on a new slots site + several language site to accompany http://www.toponlinegambling.com.

On our present site we are using SHTML includes which is nice but does require quite a lot of effort.

I would be looking for an easy to use (free would be good ) CMS, but one that does not have ? in the URL of pages and allows easy creation of pages such as xwww.xxxxxxxxx.com/slots-reviews/XXSlots.html (or php or ASP or whatever)

Am I correct to assume that ? in the address is negative?

Another demand would be easy creation of graphics, which means that it would have to be something graphics designers would know what to do with.

Any advice would be appreciated!
