    United States to appeal World Trade Organization ruling on foreign Internet gambling operations

    United States authorities have confirmed to the International Federation
    of Horseracing Authorities (IFHA) their intention to appeal a World Trade Organization ruling condemning the U.S. for banning foreign online gambling operators.

    The appeal, which is supported by the IFHA, will be filed the first week of January.

    In November, a WTO panel ruled that the U.S. should drop its ban on Americans wagering with offshore Internet casinos, upholding a primary ruling it issued in March in a dispute between the United States and the Caribbean nation of Antigua and Barbuda. Antigua and Barbuda contends that U.S. prohibitions on Internet gambling violate trade commitments the U.S. has made as a member of the WTO.

    The IFHA believes in the national integrity over betting policies and rules and supports the U.S. in the disagreement. The IFHA is concerned that betting operators based in Antigua and Barbuda take bets on horse races without having the express agreement of the racing authority staging those events or the rights of the holder of racing data and pictures.
